I'm with Desjardins. I may have been mislead into believing all banks do this but it may be a Desjardins-only thing:

Q. Why are fees at the ATM lower than those at the teller counter? A. Teller services are more expensive because they involve caisse employees, unlike other access methods like ATMs, direct payments or AccèsD.




I believe this is specific to Desjardins; I've used three of the major Canadian banks over the years and have not seen this.
