Alcohol in UK is sold by Alcohol By Volume (ABV) %. Spirits are normally 37.5% ABV.

A unit of alcohol is a public health measure. Units were introduced a while ago when beers and wines were weakers. A small glass of wine (125 ml) at 8% is one unit.

A litre bottle of spirits at 40% is 40 units.

Number of units = serving size in L * ABV

Scotland has wanted to introduce minimum unit pricing for alcohol. They could have done this with taxes and duties (which would have taken funds from alcol producers) but they chose to try minimum unit pricing (which seems to give the producers more money, even after declining sales).
