Perhaps controversially, I'd say this is one of the biggest problems facing the world today (ie. inaccessible research papers).

Civil disobedience


It's a political issue really. Universities should require publication ONLY to non-profit publishers. Requiring "Open access" doesn't really cut it, because the publishers just charge more for open access. And at the very least, there should be a large initiative to change from publishing papers to a more sane , modern and orderly cataloguing of scientific data.
