Ok I didn't see that. The rest of the copy on the (particularly the pricing page) seems to indicate it's only local.

There is no pricing information there because it is free with forum support. But I agree it is confusing and made https://gitlab.com/gitlab-com/www-gitlab-com/issues/567 to remedy that.
