People should be given help on how to do things, simple things like how to shop and eat better, how to take care of a home and manage the utilities and bills, how to basically live normally again and construct those routines. I think you just described a hospital. Don't get me wrong it'd be a hospital that would need more resources than they do now, but maybe that's where this process could start? Especially where the homelessness is caused by mental illness
