I hadn't updated in a week or two, just out of laziness to not check for updates everyday. So it's possible I had missed more than one update that caused the issue.
I heard the force-upgrade window is 3 months. To verify just deny updates until the app doesn't let you use the uber app anymore. It might also be necessary fixes pushing up the minimum version.
