Specifically against exporting "dual-use" technology (suitable for both military and civilian use), in this case likely strong cryptography.
Of course it's completely pointless since they would just pirate the software anyway.

China is indeed on that list, however to understand what you may or may not export to China you will have to read all of the relevant laws, which may or may not be the same as those for any other country.

I think in China case only bans selling weapons and other defense-related items.
