Cut off his access to version control and set him up with one on a "fake" vc. Demand he make big changes to the underlying structure and give him a unrealistic deadline. Constantly ask him if it is complete, and when he says no, ask why. Then task him with even bigger changes with tighter time frames.
He should tap out within a couple of weeks and resort to selling.
