It's mentioning Eastern Europe, but it's focusing on Ukraine only. Eastern Europe it's made of a lot of countries each with it's own specificity. For example, English level: Ukraine has a low level of English comprehension because of it's focus toward Russian together with their writing system (Cyrillic), however, Romania, Hungary, Poland, they use the latin alphabet and also the main foreign language that is studied in schools is English ( in most of them the children start learning English at age 5 )
