Paradoxically, disasters like huge earthquakes are not the worst problem. It will be the social unrest that results from the government's inability to cope with the aftermath that causes the most harm. I wish I could say that the government is preparing for this, but I don't see any evidence. As it is, we struggle to cope with major hurricanes.
