Perhaps not as a drive path, but they can via a UNC style path. For example you can browse to these in Explorer:

\\wsl$

\\wsl.localhost\Debian


Which, interestingly, uses 9P as the file system protocol between Windows and the WSL instance.

I hear that the reason we went from Windows 8.1 to 10 was that Redmond didn't want to release Plan 9 from Microsoft. ;)
