Neither should be your first choice. All mobile "apps" should be designed as PWA mobile web apps. If you really need more access to hardware (especially for iOS) then going from mobile web to hybrid mobile app is simple and straightforward (especially if you started with something like Ionic for your PWA). Beyond that, I question anyone who says that a hybrid mobile app absolutely cannot deliver on the needs of the client. I am not saying that hybrid is always the right answer but for every mobile app project I've worked on only ONE could not have been done, for technical reasons, using hybrid.
